Restaurants - Should people be allowed in?

OK, first my little story:
Had a person complain about children running around at the table next to them (this is frequent).
Ambled out and politely asked if they could have their kids sit down.
The kids did not.
Both parties called to complain: One because I didn't do enough. The other because I had no business telling them how to raise their kids.
In my defense I'd have asked adults to sit down if they behaved like that.
Now the second story, as told to me by the manager who dealt with it:
He was summoned to a table by another table. It went something like this:
Um, hi, sorry, you can't change dirty diapers on the tables in the middle of the restaurant. We have changing stations in our bathrooms.
That's not as convenient (as letting me change my infants crap filled diaper on the table in the middle of the restaurant).
Sorry, but I'll have to ask you to move this into the restroom.

I'm not sure how I'd have handled this... there is a possibility I would've puked and/or asked them to leave or had my spleen explode...
... just not sure.
The first problem I see is they've already breeded... they maybe not should breed no mo'.
really???? seriously??? changing the diaper on the table????
unbelievable. but i must....cause its true.
